Clicking “Remove user(s) registrations ” will remove all device registrations in connected notification hubs for that user. The user will then no longer be able to receive push messages on registered devices, until those devices are registered again. Be aware that this happens automatically, if the user still has access to any mobile apps that are authorized to access this tenant.

Note there is no undo function for this, but the user(s) will easily be able to enable push again, by opening any mobile apps and allow them to register for push again.
